Small Business Classifications

  • Small: Not dominant in its field (depending on the industry); independently owned and operated; qualifies as a small business under criteria and size standards in 13 CFT Part 121.1 Seq.
  • Small woman-owned: A small business concern that is at least 51% owned by one or more women; if publicly held, at least 51% of stock is owned by one or more women; management and daily business operations are controlled by one or more women.
  • Small disadvantaged: Net worth of each individual on whom certification is based does not exceed $750,000; 51% owned by one or more socially and economically disadvantaged individuals; if publicly owned, minimum of 51% of the voting stock is owned by one or more socially and economically disadvantaged individuals; management and daily business operation are controlled by one or more socially and economically disadvantaged individuals; must be certified and registered with the Small Business Administration.
  • Small veteran-owned: Must be at least 51% owned by one or more veterans (as defined in 38 U.S.C. 101(2)); if publicly owned, not less than 51% of the stock is owned by one or more veterans; management and daily operations are controlled by one or more veterans.
  • Small service-disabled veteran-owned: At least 51% owned by one or more service-disabled Veterans (meaning a veteran, as defined in 38 U.S.C. 101 (2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16)); if publicly held, at least 51% of the stock must be owned by a service-disabled veteran or the spouse or permanent caregiver of a veteran with a permanent and severe disability; management and daily operation are controlled by one or more service-disabled veteran or the spouse or permanent caregiver of a veteran with a permanent and severe disability.
  • HUBZone certified small business: Included in the Small Business Reauthorization Act of 1997; located in a qualified Census tract (1986 IRS code) or a qualified "non-metropolitan county," that is, not located in a metropolitan statistical area; the median household income is less than 80% of the state's median household income or has an unemployment rate that is not less than 140% the statewide average or is within the external boundaries of an Indian reservation; owned and controlled by one or more U.S. citizens; at least 35% of its employees reside in a HUB Zone; be a small business.
  • Minority-owned: Must be at least 51% owned by a minority individual who may be African-American, Hispanic, Native American including Eskimos, those of Hawaiian descent, Indian, or of Asian Pacific origin; if publicly owned, at least 51% of the stock is owned by one or more minority individual; management and daily business operations are controlled by one or more minority individuals.
  • Woman-owned: At least 51% owned by one or more women; if publicly held, at least 51% of stock is owned by one or more women; management and daily business operations are controlled by one or more women.
  • Historically black college or university: An institution determined by the Secretary of Education to meet the requirements of 34 CFR 608.2. For the Department of Defense, the National Aeronautics and Space Administration, and the Coast Guard, the term also includes any nonprofit research institution that was an integral part of such a college or university before Nov. 14, 1986.
  • Minority institution: An institution of higher education meeting the requirements of Section 1046(3) of the Higher Education Act of 1965 (20 U.S.C. 1135d-5(3)) which, for the purposes of this clause includes a Hispanic-serving institution of higher education as defined in Section 316(b)(1) of the act (20 U.S.C.1059c(b)(1).
