Burns & McDonnell Awarded Engineer of Record for Wastewater Treatment Facility Supporting Growth in the City of Perry

PERRY, Georgia — Burns & McDonnell will be the engineer of record for a new construction manager at risk wastewater treatment facility for the City of Perry. The new plant on a 46-acre greenfield site will accommodate needs for new homes and businesses, including a planned industrial park nearby.

The East Perry Wastewater Treatment Facility will treat up to 2.5 million gallons per day, significantly increasing the city’s existing treatment facility capacity. The new plant will have room for expansion, capable of providing up to 10 million gallons per day of treatment capacity on-site. The treatment process will remove organic loads, ammonia, phosphorus and nitrates from the wastewater, and once treated, the wastewater will be available for potential reuse in the region.

“We are excited to partner with the City of Perry on this project as the engineer of record,” says Andrew Waddoups, project manager at Burns & McDonnell. “This will be the second wastewater treatment facility in the city, which will help the community continue to grow and do so sustainably.”

The Georgia Environmental Finance Authority (GEFA), which supports state water, land and energy projects, has committed approximately $50 million in low-interest financing for the new facility. GWES is currently acting as the Owner’s Advisor and has been supporting the City of Perry through procurement and obtaining GEFA financing. Burns & McDonnell began engineering this spring, and project completion is slated for December 2025. More than 50 new jobs will be created during peak construction.

“This new facility will be essential in helping us meet the wastewater treatment needs of one of the fastest-growing cities in Georgia,” says Chad McMurrian, engineering services manager for the City of Perry. “I look forward to witnessing how the successful conclusion of this project will stimulate further growth in the area.”

Burns & McDonnell ranks No. 7 among design firms nationwide, No. 15 for the design of water projects and No. 19 for sewer and waste projects, according to Engineering News-Record.
