KANSAS CITY, Missouri — As improvements continue to be made at the new Louis Armstrong New Orleans International Airport (MSY), Burns & McDonnell has been reselected by the City of New Orleans to continue to provide program management services to oversee the ongoing updates.
The five-year contract includes the oversight of a new airport master plan, a new architectural on-call contract, upgrades to the baggage handling system, roadway improvements and the build-out of additional spaces, including administration space, inside the terminal.
Chris Spann, national director of aviation at Burns & McDonnell, will serve as program manager for the extended contract. Spann previously served as program manager for the MSY terminal program completed in 2019.
“The MSY project has been transformational for New Orleans and its surrounding communities,” Spann says. “I’m looking forward to continuing to serve as program manager on this next phase of the project, while also continuing to serve as director of our national aviation practice at Burns & McDonnell.”
Burns & McDonnell will serve in a true extension-of-staff role, with Spann and other members of the team working on-site at the airport to continue the program management support.

This next phase of work builds on the $1 billion terminal that opened in November 2019, which spans 972,000 square feet across three concourses with over 40 concessions locations. The project was awarded the inaugural Outstanding Project Award from the American Society of Civil Engineers New Orleans Branch in 2020.
