120-kV Underground Transmission

A Midwestern utility sought electric grid reinforcement to strengthen its ability to provide reliable service to its distribution customers, part of its overall infrastructure updates to meet modern demand and support regional growth. The transmission provider in the region was tasked with routing two new 120-kV underground circuits to connect an existing substation with a new distribution substation.

We provided engineer-procure-construct (EPC) services for the 2.7-mile underground transmission project, which involved installation of conduit and XLPE cable within mostly existing road right-of-way (ROW).

The primary city in the coverage area, a university town, has a master plan for future development, which added complexity to the overall project. Our design had to provide allowances for future integration, including road improvements and subsurface utility installations and upgrades.

Public engagement initiatives had to address a wide array of political and environmental groups. Through public open houses and communications directly with the city’s planning department, we engaged with residents and other stakeholders to provide opportunities for questions, clarifications and the development of project understanding.

This proactive approach to stakeholder management allowed completion of the work while helping the transmission provider maintain positive relationships with the community. During construction, our team also needed to work around the sewer leads to each residential home along a portion of the route, requiring close coordination and communication with homeowners and others in the community. There was also a commuter bus line on the route.

The project route ran parallel to and underneath major roadways, which made traffic control an essential element. The project team selected a specialized local company to maintain positive traffic flow with flaggers and equipment such as barrels and fencing. The team also applied some traffic light sequencing of traffic signals to accommodate construction in certain areas.

The project was completed on time, within budget and with zero recordable safety incidents. Our proactive risk management, stakeholder engagement and technical know-how has led to additional underground transmission projects for the transmission provider.
