199th Street Bridge Over I-35

The 199th Street Bridge over Interstate 35 at the southwestern edge of the Kansas City metro area needed to be replaced, both to resolve concerns with its structural condition and to better accommodate increased truck traffic associated with the nearby Logistics Park Kansas City intermodal facility.

We provided conceptual designs, assessment of impacts, stakeholder coordination, right-of way (ROW) and land acquisition services, detailed design and construction phase services to accommodate KDOT’s plans for the bridge.

The team analyzed several options for improving the geometric alignment of 199th Street and accommodating future widening of I-35 below the bridge. KDOT ultimately selected a four-span steel plate girder bridge that would straighten 199th Street and result in a high skew angle of the bridge. The nonstandard bridge design features rocker bearings, a wide expansion plate, nonstandard approach slabs, and both perpendicular and skewed cross frames to accommodate the high skew. The unusual bridge details required our team to provide significant reviews of the erection plan to support the maintenance of highway traffic under the bridge.

Our team worked with KDOT to coordinate the proposed improvements with multiple agencies, including Johnson County, the City of Edgerton and the City of Gardner. Our role was to develop concepts, assess impacts of each on other projects, and communicate alternatives to reach consensus early and enable the project to move forward quickly.

Using a collaborative process and an early coordination meeting to confirm regional plans for the corridor, we were able to determine survey limits and identify opportunities for early or modified ROW acquisition that — in conjunction with an adjacent county project — would avoid multiple acquisitions from individual property owners.
