New Terminal Owner’s Representative

We provided program management services for the $1 billion program for construction of a 1 million-square-foot greenfield airport terminal at Louis Armstrong New Orleans International Airport.

This terminal program consisted of three concourses and 35 gates, featuring two parking garages, a road system and enabling projects such as the stormwater pump station, airfield lighting vault relations and the relocation of the navigational aids (NAVAIDS). The program also included 29 new passenger boarding bridges (PBBs) and six refurbished PBBs.

Other projects coordinated under this program included a new hydrant fueling system, access roads, tenant finish out, concessions and airline clubs. We oversaw the final phases of the project as well as provided commissioning services.

As the owner’s representative, we were responsible for coordination with key stakeholders including the design team, construction team, Federal Aviation Administration representatives, airlines, local government officials, airport staff, and Louisiana Department of Transportation and Development representatives. We assisted the airport in obtaining Majority In Interest of Airlines (MII) agreement, as well as airline approval of ongoing projects. We supported the airport financial team in preparing documents needed for long-term financial plans. We also oversaw issues related to legal; finance; environmental; operational readiness and airport transition (ORAT) processes; airline technical representatives; feasibility and enplanement projection studies; public relations; RFP development for concessions, hotel and VIP common use lounge; diverse business initiatives; and community outreach.

Since the new terminal opened, we have managed nearly $200 million in follow-on construction as well as reviewed the master plan and assisted the airport in developing a master plan implementation strategy.

The program was highly visible and the design was established by iconic architect Ceasar Pelli, bringing the desired world-class aesthetics and establishing the focus on exceptional design and execution.
